LALC Interlibrary Loan Policy

This code is a voluntary agreement adopted to govern interlibrary lending between these libraries:  Amherst County Public, Bedford City/County's Genealogical Library, Bedford Public, Campbell County Public, Central Virginia Community College, Central Virginia Training Center, E.C. Glass High School, Heritage High School Media Center, Holy Cross Regional School, J. Robert Jamerson Memorial, Jones Memorial, Liberty University, Lynchburg College, Lynchburg General Hospital, Lynchburg Public, Randolph College, Sweet Briar College, Virginia University of Lynchburg, and Virginia Episcopal School.

I.  Introduction

 The basic premise of this agreement is that lending among libraries is in the public interest and should be encouraged.  The policies set forth in the National Interlibrary Loan Code for the United States of America (as approved by RASD MOPSS Board June 29, 1993) and the 1989 Virginia Interlibrary Loan Code are acknowledged by the Co-op libraries as the basis for this local agreement and will in principle be adhered to by the members.

II.  Purpose and Scope

Any type of material, regardless of format, may be requested as a loan or photocopy from another library. The lending library will decide in each case if the material can be provided.

Although each library attempts to provide the resources to meet the regular informational needs of its users, interlibrary loan has become an integral part of collection development.   A library may depend upon another to supply the normal needs of its clientele under special agreement for such services.

III.  Responsibilities of Borrowing Library

 1.  It is recognized that interlibrary lending does not relieve any library of the responsibility of developing its own collection to meet the primary information needs of its principal clientele.

 2.  The borrowing library should review ILL requests periodically and consider adding frequently requested materials to its collection.

 3.  Borrowing libraries will make every effort to exhaust their own resources before resorting to interlibrary loan.

 4.  Borrowing libraries will carefully screen all applications for loans, rejecting those that do not conform to this code.

 5.  All requests will be transmitted to potential lenders in a standard interlibrary loan format.  If not requested via OCLC, ALA forms will be mailed or faxed, or a copy of the in-house request form may be faxed if it contains the basic bibliographic information an copyright compliance statement.

 6.  The borrowing library is responsible for returning the borrowed items promptly and in good condition.  Items will be packaged in such a way that they can be shipped safely.  Every effort will be exerted to respond immediately to the recall of items by lending library.

 7.  The borrowing library is responsible for the material when it leaves the lending library and extends until the item is returned and received by the lending library.  The borrowing library will meet all cost of repair or replacement in accordance with the preference of the lending library.

IV.  Responsibilities of the Lending Library

 1.  The lending library should establish and maintain an interlibrary loan policy, and make it available upon request.

 2.  Photocopies and loans of books without charge will be supplied for the primary clientele of the requesting library.

 3.  The lending library has the right to decide in each case whether a particular item will be provided and whether a copy or the original will be sent.  Each library is encouraged to interpret as generously as possible its own lending policy with due consideration to the interests of its primary clientele.

 4.  The lending library will respond promptly to requests for loans or copies.  If unable to fill a request, the lending library will respond as quickly as possible and state the reasons the request cannot be filled.

 5.  Material should be packaged for shipping in such a way as to insure its safe transport.

 6.  The lending library may recall items at any time.

V.  General Policies

 1.  The duration of the loan, unless otherwise specified by the lending library, is the period of time the item may remain with the borrowing library, disregarding the time spent in transit.

 2.  The participating libraries agree that interlibrary borrowing and lending records fall under the statutory guarantees of confidentiality as specified in Virginia Freedom of Information Act (section 2.1-340 to 2.1-346 Code of Virginia).  The Act exempts from the open records law �Library records which can be used to identify both (I) and library patron who has borrowed material from a library and (II) the material such patron borrowed.�

 3.  The participating libraries will make available to their interlibrary loan personnel the State and National Interlibrary Loan Codes and other relevant documents and aids.  Interlibrary loan personnel will familiarize themselves with as many of the items on the bibliographies of the State and National Codes as possible.
